South Tees Youth Offending Service

South Tees Youth Offending Service work with young people, parents, victims of crime, communities and key partners to prevent and reduce youth crime and the fear of crime locally, regionally and nationally.

What is South Tees Youth Offending Service?

South Tees Youth Offending Service is a multi agency team, working in the Local Authority areas of Middlesbrough and Redcar and Cleveland. The YOS undertakes the supervision of young people between the ages of 10 and 17 years who are subject of Court Orders and Police Final Warnings.

South Tees Youth Offending Service is a Partnership made up of Police, Health, Children Services, Probation (National Offender Management Service) and Integrated Youth Support Services (IYSS). It includes staff from the majority of those agencies as well as its own staff specifically trained to work with young people who are involved with or may be involved with the criminal justice system.

In order to achieve our vision we will:

  • Promote and publicise good practice and challenge poor practice in all its forms
  • Aim higher for young people and their families and communities
  • Ensure we deliver services that are lean, fit for purpose and provide value for money
  • Value rights and responsibilities of all
  • Challenge discrimination and damaging behaviours by valuing and rewarding positive behaviour
  • Ensure clear expectations on staff and young people involved in youth justice services
  • Contribute to building confidence in collaborative public sector services

We aim to remain open to new ways of working and will commission services individually and collectively that are in line with our vision.

The benchmark for our success will be evidenced against the 5 key outcomes for Children and Young People:

  • Be Healthy
  • Stay Safe
  • Enjoy and Achieve
  • Make a Positive Contribution
  • Achieve Economic Well-being

Who is the service for?

Victims of Youth Crime - are contacted by the Youth Offending Service so that their views are represented in any reports that are prepared for the court. Where a young offender is sentenced to a Referral Order, victims are invited to attend a Youth Offender Panel, if they so wish, where they can meet the young offender face to face and let them know what the impact their behaviour has had on the life of the victim.

The Service strongly encourages parents and carers to work with them when a young person is made subject to a court order as this can reduce the risk of further offending.

Young Offenders - from the age of 10 - 17 are supervised and supported by the Youth Offending Service.

This can be in a range of ways. Final Warnings; preparation of court reports; bail support programmes; supervision of community sentences; supervision of young people sentenced to Detention and Training Orders and work to prevent anti-social behaviour.
