Middlesbrough Council has selected Willmott Dixon to deliver the design and Build of the Schools and RM as its ICT managed service provider.

 
 

Overview

Middlesbrough is a wave 2 BSF authority.  The Council is delivering its BSF programme through Partnerships for Schools’ (PfS) National Academies Framework contract.   PfS’s National Academies Framework contract operates under the Design and Build procurement process and has no Private Finance Initiative (PFI) element.

The standard BSF delivery vehicle is a Local Education Partnership (LEP), which is a joint venture company between the local authority, Partnerships for Schools and a private sector company.  Middlesbrough’s programme is not being delivered via a LEP because the schemes are being delivered in a single wave and the overall size of the project is around £100m. 

As the Council is a non-LEP/non-PFI project there will not be a Facilities Management (FM) Managed Service and the schools will continue to cover FM in a similar way to the present situation, ie. schools making their own arrangements for caretaking, catering, grounds maintenance, security, etc via in-house and external service providers.
