The statement of accounts gives an overview of our financial position at the end of the most recent financial year. It also contains a summary of our income and expenditure during the same financial year.
Draft Statement of Accounts 2023-2024
The council's draft set of accounts for 2023-2024 was authorised for issue by the Interim Director of Finance on 24 September 2024. View the draft statement of accounts for 2023-24.
This set of accounts will be available for public inspection between 30 September 2024 and 8 November 2024. Please see the inspection of accounts notice for 2023-2024 for your rights in relation to the public inspection process.

Audit of Statements of Accounts 2022-2023
The external audit of the draft statement of accounts including Teesside Pension Fund for the year ended 31 March 2023 has not yet been completed by our external auditor, EY LLP, due to the complex set of factors contributing to audit delays across the sector. This situation is allowed for by Regulation 10, paragraph (2a) of the Accounts and Audit Regulations 2015.

Therefore, this notification explains, as per paragraph (2a), that we are not yet able to publish our audited 2022-2023 final statement of accounts in line with deadline of 30 September 2023, as per paragraph (1).
The Audit Committee will consider the results of the 2022-2023 audit, after which we will also publish the final audited accounts.

Following a review of the collection fund bad debt provision methodology during the 2021-2022 audit process, an amendment was required in this year and the following years' accounts. The 2022-2023 statement of accounts has therefore been reissued to include the amendments and ensure consistency with the 2023-2024 draft statement of accounts.

Local Audit and Accountability Act 2014, sections 25 to 27 Accounts and Audit (England and Wales) Regulations 2015, regulations 14 & 15.
The council's accounts are subject to external audit by Ernst & Young LLP of City Gate, St. James' Boulevard, Newcastle upon Tyne NE1 4JD.

Middlesbrough Development Company Ltd.
In addition to Middlesbrough's own accounts, the council has operational and financial control of its subsidiary, Middlesbrough Development Company Ltd (MDC).
Previously MDC's accounts were published on its own website. However, the company is in the process of being wound-up. As a result, MDC's accounts will continue to be published with the council's accounts to ensure that they are still available for public viewing.
As MDC is a company rather than a local authority, it is not subject to the same public inspection process as the council.
