Consultation on a proposed link road in Coulby Newham

Background

Land at Newham Hall (Coulby Newham) was allocated for a large housing development in Policy H8 of the Middlesbrough Housing Local Plan (2014).

A new link road and associated enabling works for sustainable urban drainage systems (SuDS) and swales are essential to allow development on the site in future.

SuDS use basins and swales to manage surface water, reduce the risk of on-site flooding, and filter the water.

This planning application and consultation are only for the access road and associated works. There will be a separate planning application and consultation on any further development at Newham Hall.

The planning application is being submitted by Hedley Planning Services on behalf of Middlesbrough Council.

Proposed scheme

The proposed link road will introduce a new access onto the B1365, providing connectivity to Rye Hill Way, Mount Pleasant Way, and Bonnygrove Way.

The proposed scheme includes:

  • a new link road which is approximately 2km in length
  • two new roundabouts
  • two SuDS basins which will manage surface water on site and prevent flooding
  • a 10% increase in biodiversity through enhancing habitats on-site

Consultation

We ran a public consultation to get feedback from residents and key stakeholders on the proposed scheme. The consultation ran from 19 August to 3 September 2024.

What happens next

We've reviewed all feedback received during the consultation.

The results are included in a Statement of Community Involvement, which has been submitted as part of the planning application.
